In order to provide as many environmentally sound recycling and disposal options for residents of Oneida and Herkimer Counties, the Authority has two facilities: EcoDrop Utica and EcoDrop Rome. These facilities were designed to work jointly with a wide range of public and private waste collection systems by providing convenient disposal options for special or one-time waste, while also providing an option for residents who may not be able to subscribe to a specific collection system.

Household Hazardous Waste
Many household products can be potentially harmful to people and the environment. When these products are disposed of improperly, they can become hazardous.
The Oneida-Herkimer Solid Waste Authority has a special Household Hazardous Waste Collection at its EcoDrop Utica for receiving, sorting, packaging and storing household hazardous waste material.
This facility is designed to serve Oneida and Herkimer Counties’ residents and select businesses. There is no charge for residents to drop off household hazardous waste. Household Hazardous waste is accepted April 1st - September 30th.
Services for Select Businesses
Small quantity hazardous waste generators in Oneida and Herkimer Counties that are considered conditionally-exempt may use the EcoDrop Utica facility. These include small businesses, schools, and farms. Businesses of all sizes can arrange to drop off certain universal wastes such as fluorescent bulbs and batteries. To obtain approval, call the Authority’s Main Office at 315-733-1224.

What Products Are Currently Not Accepted?
- Hardened Paint (This is a garbage item)
- Explosives
- Pharmaceutical Wastes (Prescription Drugs, Controlled Substances)
- Empty Paint Cans (These are garbage items)
- Empty Containers From Any Waste
- Ammunition
- Radioactive Wastes
Hazardous Waste Can Be Minimized
- Learn about the products you use, and about nontoxic or less toxic alternatives.
- If you must buy potentially hazardous products, purchase only what you need and use them up. Try sharing products to ensure the entire quantity is used. If possible, give leftover paints to a community group.
- Use only the amounts recommended on the label. Twice as much pesticide won’t kill twice as many pests, but it can cause more problems for the environment.
- Check containers to see if they have deteriorated. If so, safely dispose of them and the materials before the containers start to leak.
- Read labels carefully, observe precautions for use and storage, and follow recommendations for disposal.
- Never bury waste, dump it along the side of the road, or pour it into a drain or storm sewer.
Bulk Electronics
Electronics Recycling Program
Acceptable electronics may be delivered to the Authority’s EcoDrop Utica or EcoDrop Rome facilities year-round, free of charge. Many electronics contain elements such as lead, mercury, and cadmium that are considered safe when the items are used as directed, but can be hazardous if disposed of with household trash and compacted at landfills. If improperly handled, these toxins can be released into the environment, posing a threat to human health.
The Authority accepts electronics from businesses, individuals and other generators year-round. After the Authority accepts electronic waste, it is sent to a registered electronics dismantler who will separate the electronics into various raw materials such as plastic, glass, steel, copper, lead, gold, and aluminum for recycling or reuse. For more information visit ohswa.org. Businesses and institutions must schedule an appointment prior to delivery by calling 315-733-1224.

Green Waste
Green Waste Compost
Residents may deliver green waste and purchase compost at the Authority’s EcoDrop Utica or EcoDrop Rome facilities.
Solid waste/recycling laws adopted by Oneida and Herkimer Counties in 1988 require the Oneida-Herkimer Solid Waste Authority to compost green waste.
We urge Oneida and Herkimer County residents to compost, in addition to the recycling programs already in place. Composting organic material is just as important as glass, plastic, metal, and paper recycling. All of these efforts help reduce our reliance on landfills.
Composting is nature’s way of recycling and can be done easily at home with backyard compost piles or bins. The Authority also operates a green waste composting facility that produces finished compost for the residents of Oneida and Herkimer Counties. Finished compost is nutrient-rich and fuels plant growth and restores vitality to depleted soil.
